 A switched-mode power supply ATX (SMPS) is an electronic circuit that converts power using switching devices that are turned on and off at high frequencies, and storage components such as inductors or capacitors to supply power. uses microcontroller / Ic to oscillate - most common IC is the TL494 or KA7500 - That are suitable for modifications it has many pins but the pin no 1 is used as feedback by voltage devider. So we will use pin 1 and a potentiometer ( 5K to 25K ) To adjust the voltage . if you think wow i can adjust it from 0v to 30v . thats not right . you need to use 3v rail 5v rail and 12v  each rail gives different voltage like 12v rail will give 8v to 15v but if you use 12v+ and 12v - you will get 9v to 30v

How to disable ATX power supply voltage and current protection.
I demonstrated the atx psu based on TL494/KA7500, it uses LM339 comparator ic. it works as an ATX supervisor ic for housekeeping and monitoring all atx functions and it shuts down TL494/KA7500 in all abnormal cases (over voltage, under voltage, short circuit, over current) it will pull pin 4 of the TL494/KA7500 which is the timeout control pin when this pin is pulled above 2 volts it shuts down the ATX and disables the SMPS controller option without disabling Remove short circuit protection, it prevents atx operation by automatically shutting down under voltage, over voltage and over current conditions. So you can change/disable the short circuit and overload computer ATX power supply into car battery charger or lab power supply for your electronic workbench or you can make it DC variable.
